….Oh far from it,i'm a Briton & very proud of my country & what we have achieved, the 1st Jetfighter(the Meteor entered service a week before the Me 262), the first Jetliner,the Comet,the 1st Aircraft Carrier,HMS Furious,the 1st Computer,built by Post Office engineer Tommy Flowers(called colossus,an invaluable aid in breaking German WW2 codes) & the very idea of programable computers came from Sir Alan Turing(who worked on the colossus as well at Bletchley Park).

You have certainly been putting allot of thought into this, it's very nice of you to consider your neighbors. I'm no expert on soundproofing and I'm not particularly handy (plus I don't allow my husband to even touch tools [whole other story]). I google-searched the words "removable soundproofing" and just picked this site to copy/paste: You know, if you're on good terms w your neighbors you may want to wait and see how bad, if at all, they think the noise is before you buy allot of product. This is one reason I always advise to go with a "neutral" color – on walls – so when you change your mind – it is easy to change the bedspread –
That said – Paint is one of the cheapest ways to change a room – (unless it is really dark) -then you'll need to prime before you repaint -
But – Yes – you can hang fabric on walls – the easiest way is to staple it at the top and bottom (fold down 1/2 inch or so) for a "clean line" – and just a few to hold the seams –
But then you are going to have lots of little staple holes in your walls —
